Well there are many ways you can look at this. In terms of Fox vs. Falco, I believe that Falco has the upper hand. You see, while Fox may have the shine (Down B) that can kill Falco at zero percent, when has that really happened right in the begining of a match. And in truth, that's about the only move that Fox has on Falco. Since Falco is too heavy to be shine-waved off the stage. But Falco has many advantages over Fox.
For Instance:
-Downthrow Chain -Shine-Wave (Repeat) -Works from 0 to 30 and you can end it in a Side Smash -Falco's Spike (Down A) which owns any fox trying to recover from a downward angle, or any angle -Short Hop Laser -That owns just about everyone ^_^-
And those are just a few things. But I do admit, that Fox has lots of advantages on other characters. Probably more then Falco. But in terms of a fight between Fox and Falco, that would go to the bird that can't fly.

...i wanna add a twist to this...what about a fox team and a falco team (assuming the other team members were other "debated characters" such as fox + DR. and Falco + mario or fox and roy and falco and marth)
